—(1) The Postal Authority may, with the approval of the Minister, make such regulations as are necessary or expedient for carrying out the purposes of this Part.

(2) Without prejudice to the generality of subsection (1), the regulations may prescribe —
(a)
the circumstances under which a person would be considered to be an associate for the purposes of this Part; and
(b)
the circumstances under which a person would be or considered to be in a position to control a percentage of the voting power in a designated postal licensee.
