21.
—(1) The Minister may make rules in respect of all or any of the following matters:
(a)
the form of the register and the mode in which the same is to be made and kept;
(b)
the mode in which registration is to be conducted;
(c)
the making of entries in the register of the satisfaction or discharge of the debt secured by a registered bill of sale;
(d)
the forms of declarations and other instruments to be used for the purposes of this Act;
(e)
the fees to be taken; and
(f)
generally in relation to any matters, whether similar or not to those above-mentioned, as to which it is expedient to make rules for carrying into effect the objects of this Act.
(2) All rules made under this section shall be published in the Gazette.
