—(1) Without prejudice to the generality of section 7(2), the Board may appoint one or more Investigation Committees, consisting of such number of members (which may include members of the Board) as the Board may determine, for the purpose of investigating into any complaint against a registered surveyor or a licensed corporation, partnership or limited liability partnership.

(2) An Investigation Committee shall, after investigating into any complaint, report to the Board on the matter and the report shall, amongst other things, deal with the question of the necessity or otherwise of a hearing by the Board under section 25 or 27.
(3) An Investigation Committee shall meet from time to time for the despatch of business and, subject to the provisions of this Act, may regulate its own procedure.
(4) Any member of the Board who is a member of an Investigation Committee investigating into any complaint against a registered surveyor or a licensed corporation, partnership or limited liability partnership —
(a)
shall not take part in any deliberation of the Board under section 25 or 27, as the case may be, with respect to that registered surveyor, corporation, partnership or limited liability partnership; and
(b)
shall be disregarded for the purpose of constituting a quorum of the Board for such deliberation or decision.
