—(1) Subject to subsection (2) and section 134, this Division shall apply only to any development of land —
for which planning permission is granted (whether before, on or after the date of commencement of this Division) for strata subdivision after completion of any building thereon; and
on which more than 4 lots or proposed lots are or are to be constructed.
(2) This Division shall apply to a development referred to in subsection (1) when 2 or more lots or proposed lots in the development are sold to more than one purchaser.
