—(1) The owner of a vehicle to which these Rules apply and which is registered under section 10 of the Act on a date included in an item in the second column of the Table set out below shall ensure that the vehicle is not used on any road on the date specified in the third column in that item unless it has been fitted with an approved speed limiter and a frequency-input terminal.
