—(1) The proper authority may direct the issue to persons subject to the Act and to regular servicemen appropriate certificates, including certificates of registration, fitness examination, enlistment, service, release, discharge or postponement.
(2) Certificates issued under paragraph (1) shall be in such form as the proper authority may prescribe from time to time.
