—(1) Where any conservancy and service charge, licence fee or other charge or any part thereof remains unpaid for a period of 5 months or more from the date on which it was due, the tenant, owner or licensee liable for such charge or licence fee shall, in addition to any penalty which may be imposed under the heading to by-law 2, be liable to pay to the Town Council an administrative fee of $60.
(2) The administrative fee referred to in paragraph (1) shall be payable only once so long as the conservancy and service charge, licence fee or other charge or any part thereof remains unpaid.
