—(1) The High Court shall not have jurisdiction to determine any claim or question certified by the Minister to be a claim or question which, under the Rhine Navigation Convention of 7th October 1868 as revised by any subsequent Convention, falls to be determined in accordance with the provisions thereof.
(2) Any proceedings to enforce a claim mentioned in subsection (1) which are commenced in the High Court shall be set aside.
