36. Section 71 of the principal Act is amended —
(a)
by deleting the words “not less than two fit and proper persons, one of whom at the least” in the 8th and 9th lines and substituting the words “at least one fit and proper person who”; and
(b)
by deleting the words “those persons” in the 10th line and substituting the words “that person”.
