—(1) The Regulations Committee may propose, with reasons in support thereof, any amendments to the regulations made under section 23 of the Act to the Council before submitting the proposals to the Board.
(2) The Regulations Committee shall represent the Council in referring to the Principal any dispute arising over the interpretation of any provision of these Regulations.
