—(1) No person, who is suffering from cutaneous disease or any other disease from which in the opinion of the Commissioner there is likely to be risk of infection or contagion, shall reside, be employed or be in or upon any licensed premises.
(2) The licensee shall immediately inform the Commissioner in the event of any abnormal outbreak of disease of animals.
