5. The Town Council may, in its discretion, apply any moneys paid by a tenant, owner or licensee under these By-laws firstly towards the payment of the amount of any penalty or administrative fee payable under these By-laws and thereafter apply any balance of such moneys towards the payment of the amount of conservancy and service charges or licence fees or any part thereof which is in arrears.
