—(1) Where a person has applied for and has been refused legal aid on more than 4 occasions and it appears to the Director that he has abused the facilities provided by the Act, the Director may order that no consideration shall be given to any future application by that person for a legal aid certificate with regard to any particular matter for a period not exceeding 3 years from the date of the order.
(2) This regulation shall not apply to any application for legal aid made by any person on behalf of an infant.
