Appointment of officers and issue of standing orders

—(1) The Minister may appoint a public officer to be the officer-in-charge of places of detention and so many Superintendents and Deputy Superintendents as he may think necessary.
(2) The officer-in-charge may make and issue orders, to be called standing orders, not inconsistent with these Rules.
