22. Section 28 of the principal Act is amended —
(a)
by deleting the word “letter” in paragraph (b) and substituting the words “postal article”; and
(b)
by deleting the words “and shall be liable on conviction to a fine not exceeding $10,000 or to imprisonment for a term not exceeding 3 years or to both”.
