Inspection of factory
20.
—(1)  A safety committee shall inspect the factory —
(a)
at least once a month to see if there is anything prejudicial to the safety or health of the persons employed in the factory; and
(b)
immediately after any accident or dangerous occurrence has taken place within the factory.
(2)  Following an inspection of the factory, the safety committee shall at its next meeting discuss the observations of the members during the inspection; and those circumstances in the factory which, in the opinion of the committee, are prejudicial to the safety or health of the persons employed therein shall be recorded in a report kept for the purpose.
(3)  The recommendations of the safety committee on the measures to be taken in the interests of the safety and health of the persons employed in the factory shall also be recorded in that report.
Action to be taken on safety committee’s report
21.
—(1)  A safety officer or, if no person is appointed to act as a safety officer in the factory, the chairman, shall upon a report being made under regulation 20, furnish the report to the occupier of the factory or his authorised manager.
(2)  The occupier of the factory or his authorised manager shall, within two weeks from the date of receiving the report furnished under paragraph (1), discuss the recommendations of the safety committee with the safety officer or the chairman, as the case may be, and record in the report the occupier’s or authorised manager’s decision and direct any person employed in the factory to take such action as the occupier or authorised manager thinks necessary in the interests of the safety and health of the persons employed.
(3)  A copy of the report shall be kept in the factory.
Safety committee to investigate into any accident or dangerous occurrence
22.
—(1)  Where a person is employed to act as a safety officer in a factory, the safety officer shall furnish the chairman with a report of the findings of the safety officer’s investigation into any accident or dangerous occurrence which has taken place within the factory and the chairman shall, as soon as practicable after the committee has inspected the factory, convene a meeting of the safety committee to discuss the report.
(2)  Where no safety officer is employed in a factory, the occupier or his authorised manager shall forthwith inform the chairman or the secretary of the safety committee if any accident or dangerous occurrence has taken place within the factory; and the chairman or the secretary, as the case may be, shall, as soon as practicable after the committee has inspected the factory, convene a meeting of the committee to investigate into the accident or dangerous occurrence.
(3)  Where a meeting of a safety committee is convened under paragraph (1) or (2), the committee shall discuss the causes of the accident or dangerous occurrence and recommend the measures to be taken to prevent the recurrence of such accident or dangerous occurrence.
Safety committee to assist in organising activities held to promote safe conduct of work in factory
23.  A safety committee shall assist in organising any contest, competition or other activity held to promote the safe conduct of work in the factory.
Rules to promote safe conduct of work in factory
24.
—(1)  A safety committee shall, with the approval of the occupier of the factory, prepare a set of rules which will promote the safety and health at work in the factory, for the guidance of the persons employed in the factory.
(2)  The rules may, with the approval of the occupier of the factory, be amended, varied or rescinded by the safety committee.
(3)  The occupier of the factory shall print and furnish each person employed in the factory with a copy of the rules.
(4)  The Chief Inspector shall be furnished with two copies of the rules.
Monthly discussions
25.  One of the members of a safety committee shall give a short instructional talk to the committee once a month on safety and health at work in a factory; and the talk shall be followed by a discussion by the committee.
