5. Section 7 of the principal Act is repealed and the following section substituted therefor:
7.
—(1) Subject to subsection (2), the Board may, from time to time, on such terms and conditions as it may determine —
(a)
appoint and employ such officers, employees, consultants or agents; and
(b)
appoint such totalisator agencies,
as may be necessary for the effective performance of its functions.
(2) The Board shall obtain the approval of the Minister for the appointment of —
(a)
any agent to operate or conduct any totalisator, lottery, betting or gaming activity; or
(b)
any totalisator agency.”.
