Amendment of section 21
13.  Section 21 of the Telecommunications Act is amended —
(a)
by inserting, immediately after subsection (1), the following subsection:
(1A)  Where the Authority, after consultation with the Media Development Authority of Singapore, considers it necessary that any broadcasting service, the operation of which requires a telecommunication system, should be provided to any land or building, whether completed or not, or that the quality of any such broadcasting service provided to any land or building should be enhanced, the Authority may by direction —
(a)
require the developer or owner of the land or building to provide at his expense, within such period as may be specified in the direction, such space or facility within or on the land or building, and access thereto, as the Authority may specify in its direction; and
(b)
require any telecommunication licensee to install, within such period as may be specified in the direction, such installation, plant or system as the Authority considers necessary for the provision, or the enhancement of quality, of the broadcasting service to the land or building.”;
(b)
by inserting, immediately after the words “subsection (1)” in subsection (2), the words “or (1A)”;
(c)
by inserting, immediately after the words “any telecommunication service” wherever they appear in subsection (2), the words “or broadcasting service”;
(d)
by inserting, immediately after the words “direction under subsection (1)” in subsection (5), “, (1A)”;
(e)
by inserting, immediately after the words “system under subsection (1)” in subsection (5)(a), “, (1A)”; and
(f)
by deleting subsection (6) and substituting the following subsection:
(6)  The Authority may at any time vary, suspend or revoke the whole or any part of a direction under subsection (1), (1A) or (4).”.
