12.
—(1) A licensee shall be bound by these Regulations and such other conditions as may be imposed by the Commissioner.
(2) The Commissioner may, in any case where there is a breach of these Regulations or the conditions of a licence by the licensee, revoke or suspend the licence for such period as he may in his discretion determine.
