—(1) The Minister may, by notification in the Gazette, establish welfare homes at such places as he thinks proper within Singapore for the reception, care and rehabilitation of destitute persons in accordance with the provisions of this Act.
(2) The Minister may appoint superintendents and other officers for the management of such welfare homes.
(3) Every superintendent or officer shall be deemed to be a public servant within the meaning of the Penal Code [Cap. 224].
