10.
—(1) It shall be the duty of the Council to exercise its powers in the manner best calculated to promote the objects and functions of the Polytechnic.

(2) The functions of the Council shall include —
(a)
the authorisation of appropriate and necessary expenditure within the limits of the funds available to the Polytechnic;
(b)
the receipt of an annual report on the working of the Polytechnic from the Principal;
(c)
the preparation of the annual estimates and of annual statements of accounts in accordance with any rules made under this Act;
(d)
the appointment of the members of the academic and administrative staff and the appointment of such advisers as the Council may consider necessary or desirable;
(e)
the raising of funds for the Polytechnic and the provision of the revenues of the Polytechnic;
(f)
the discipline of the Polytechnic; and
(g)
the doing of all such matters and things as the Council may consider necessary for the exercise or performance of all or any of the functions and duties of the Council.
