—(1) No person shall drive, or cause or permit a person to drive, a goods vehicle which has an open deck for the carriage of goods if the height of the passenger, when sitting, exceeds 1.1 metres from the deck of the vehicle.
(2) No owner of a goods vehicle shall allow the goods vehicle to be driven in contravention of paragraph (1).
