—(1)  The Staff Committee may, where an officer has been convicted of a criminal charge and the conviction has not been set aside on appeal, if any, consider the record of the proceedings of the court or courts and it may, if it is of the opinion that the officer should be dismissed or reduced in rank, dismiss or reduce in rank the officer accordingly after he has been given a reasonable opportunity of being heard.
