In exercise of the powers conferred by section 24 of the Common Gaming Houses Act, the Minister for Home Affairs hereby makes the following Notification:
1. This Notification may be cited as the Common Gaming Houses (Exemption) (No. 49) Notification 2011.

—(1) The Minister hereby exempts Nee Soon South Community Club Senior Citizens’ Executive Committee from the provisions of the Act in respect of the “Nee Soon South Community Club Active Ageing Mind Games (Mahjong) Challenge 2012” to be held on 18th March 2012 from 1 p.m. to 6 p.m. at the multi-purpose hall of Nee Soon South Community Club.
(2) The exemption is subject to compliance by Nee Soon South Community Club Senior Citizens’ Executive Committee with the conditions specified in the Schedule.
THE SCHEDULE
Conditions
1.
The only game played shall be mahjong.
2.
All players, spectators and staff must be at least 21 years of age.
3.
Prize sponsors must not be involved in any business related to gambling.
4.
Advertising for the mahjong competition shall be confined to posters and banners displayed within Nee Soon South Constituency.
5.
The Nee Soon South Community Club Senior Citizens’ Executive Committee may charge an entrance fee of $10 for covering the cost of hosting the mahjong competition, less the value of the prizes.
6.
Token prizes can be allowed in recognition of the skills shown by the winners.
7.
The Nee Soon South Community Club Senior Citizens’ Executive Committee shall ensure that the rules of the game are explained clearly to all participants before the start of the event.
8.
The Nee Soon South Community Club Senior Citizens’ Executive Committee shall deploy umpires on site to referee the event and resolve any disputes.
9.
The mahjong activities shall be held indoors at the multi-purpose hall of Nee Soon South Community Club.
10.
The multi-purpose hall of Nee Soon South Community Club must have adequate sound-proofing to minimise noise pollution.
11.
The Nee Soon South Community Club Senior Citizens’ Executive Committee must open up the premises for spot-checks by the police during the event.
12.
The Nee Soon South Community Club Senior Citizens’ Executive Committee must take all reasonable steps to ensure that there are no private deals or side-betting throughout the event.
