1.  These Rules may be cited as the Road Traffic (Motor Vehicles, Compulsory Inspection) Rules.

2.  Section 91 of the Act shall apply to all motor vehicles with effect from a date specified in a notice sent by the Registrar to the owner thereof requiring him to present a test certificate for his inspection.
