(Exemption) (No. 16)
Notification 2012
In exercise of the powers conferred by section 24 of the Common Gaming Houses Act, the Minister for Home Affairs hereby makes the following Notification:

1.   This Notification may be cited as the Common Gaming Houses (Exemption) (No. 16) Notification 2012.
Exemption

—(1)  The Minister hereby exempts the Singapore Turf Club from the provisions of the Act in respect of the “Lady Luck Draw” promotion to be held on 27th April 2012 from 4.50 p.m. to 9 p.m. and the draw to be held on 27th April 2012 at 10.15 p.m. at the Auditorium, Grandstand Level 2 of the Singapore Racecourse.
(2)  The exemption is subject to compliance by the Singapore Turf Club with the conditions specified in the Schedule.
THE SCHEDULE
Conditions
1.
The methodology of the promotion, the details of the prizes to be distributed, their manner of distribution and, if the winners are determined solely or partly by a draw, the time, date and place of the draw, shall be disclosed in printed publicity material, copies of which shall be freely available to all participants.
2.
The draw shall be conducted by the Singapore Turf Club and its officers only.
3.
Any draw by means of a computerised system which is not conducted in public shall be witnessed and audited by a public accountant who is not an employee of the Singapore Turf Club.
4.
Where the draw is conducted through the telecommunication system, participants shall not be required to pay more than 20 cents per call.
5.
The draw shall not involve the use of any game, method, device, scheme or competition declared by the Minister in a notification under section 2(3) of the Act.
6.
The draw shall not involve the use of any instrument or appliance for gaming declared by the Minister in a notification under section 2(4) of the Act.
7.
The Singapore Turf Club shall undertake to ensure that —
(a)
all winners shall be notified by telephone and in writing by ordinary post;
(b)
where the total value of prizes exceeds $10,000, the results of the draw shall be published in one major daily newspaper in Singapore within 7 days after the determination of all the winners; and
(c)
an audited statement of accounts shall, together with the results of the draw, be sent by registered post to the Head, Specialised Crime Policy Branch, Criminal Investigation Department, no later than 28th July 2012.
