31. Section 63 of the principal Act is repealed and the following section substituted therefor:
63.
—(1) Approved schools and approved homes established by the Minister under section 62 shall be under the control and management of —
(a)
the Director; or
(b)
a governing board consisting of such persons as may be appointed by the Minister.
(2) In controlling and managing any approved school or approved home established under section 62, the Director or a governing board appointed under subsection (1)(b) shall have the powers, functions and duties conferred or imposed on the manager of an approved school or an approved home by this Act and any regulations made thereunder.”.
